Maryland’s energy crisis was not caused by the weather. It was caused by policy. The state shut down and squeezed dependable in-state generation, blocked practical alternatives, and now imports roughly 40 percent of the power it uses — then bills Maryland families for the difference.
This past winter, prices spiked during extreme cold and the grid was pushed to its limit. Families chose between heat and groceries. A single local grocery store received a monthly bill of nearly $60,000. Households have opened bills of $500, $1,000, and more.
The majority’s answer was HB 1532, sold as $150 a year in savings — about $12.50 a month. It does not lower the cost of power. It shaves a portion off the EmPOWER fee already on the bill. Kathy voted for the inch of progress and said plainly what it was: not reform, and not relief. She supported repealing the fee outright, which would have averaged about $33 a month back to ratepayers.
“They’re not lowering your bill — they’re shaving down a fee you already pay. You’re still paying, just slightly less. That’s not real reform. That’s not relief.”
